Chief Software Engineer

Position Summary
Chief Engineer needed to oversee the development of all Software Technology solutions for a rapidly growing, innovative software provider that provides solutions for the US Department of Defense and Commercial markets. Responsible for developing and executing the overall technology vision, as well as providing planning, daily management of staff and program managers. This is a hands on position. This is a highly creative position that also requires proven practical results to adhere to costs/schedule/quality. The qualifying individual will be working with subject matter experts, computer based training development specialists, audio video specialists, illustrators, technical writers, software engineers, integration engineers, and QA Engineers to develop new interactive solutions for the military and commercial industries. This position will be responsible for the integration of multiple system and media types into a consistent and coherent package that meets stringent Software and Technology requirements of Department of Defense. This position will provide guidance and tasks to staff members and will be responsible for seeking and obtaining the necessary resources to complete tasks and other day-to-day operations. This position will have responsibility for ensuring the appropriate scheduling of internal resources and will coordinate with and report to other team members and senior management. This position reports directly to the President. This is a full-time, salaried position with benefits, based onsite in Huntington Beach CA.
Responsibilities
Support leadership, program management, technical personnel and subject matter experts within the organization in various technical activities related to the development of interactive multimedia instruction and other software systems.
o Determine product strategy/goals of company
o Develop plans for all phases of the project
o Recruit and provide overall management of development staff
o Author/review/support various Center, Command and DoD-level reporting requirements.
o Author/review/support the development of the Engineering Plan (EP), Information Assurance Strategy (IAS), Test and Evaluation Master Plan (TEMP), and other technical acquisition related documents
o Provide support to the Test and Evaluation (T&E) activities from requirements formulation through test planning and performance verification
o Perform quality control checks, ensuring the effectiveness/reliability of the products
o Attend testing activities, and assess and report test progress versus test requirements
o Evaluate programs against cost/timelines
o Identify product/company Risk and proactively develop mitigation plans
o Review technical drawings, schematics, policies, procedures related to solutions.
o Research and analyze systemic problems recommending possible solutions based on experience and documentation.
o Ensure the smooth integration of subsystems into the overall product and solutions by coordinating the review process between all cognizant parties in the Customer community
o Respond to emergent technical and integration requirements.
o Monitor and analyze departure from specifications and storyboard requirements.
o Must be able to work both in teams and independently. This position requires regular, direct, point-to-point client interface, excellent client-relationship development and management skills, and an outstanding ability to simultaneously manage multiple high visibility efforts, and respond to emerging issues.
o Ensure compliance with various local, state, federal, and defense systems requirements.
o Provide support to government leadership as requested on engineering-related tasks as assigned
Requirements
o US Citizen
o Bachelor's degree in Electrical Engineering
o 4-6 years of experience with technology solutions for the Department of Defense / Military
o 6-8 years of experience as a Senior Systems Engineer or Chief Engineer
o Direct client-facing contracting and/or consulting experience is required
o Excellent communication skills (written, oral, and presentation)
o Expert organizational and project management skills
o Experience and willingness to coach and mentor staff
o Experience instructing, directing and checking the work of other task personnel
o Willingness to regularly work challenging projects that require bridge-building, strategy development and execution, change management, milestone conformance, and DoD community stakeholder analysis to
o Expertise/Proficiency in Microsoft Office Suite and MS Project Management (or comparible)
o The ability to communicate effectively with various governmental agencies, and military personnel.
o A SECRET or greater security clearance is required after employment
Desirable
o Previous Military experience
o Familiarity with existing DoD policies and operational procedures
o Familiarity with training software/systems development, and eLearning systems
o Familiarity with technical documentation, S1000D, IETM a plus
o Direct client-facing contracting and/or consulting experience with senior level Navy and civilian leadership

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
